ios - Create file but no groups and targets? -

hello add files group. when want add file group, file created outside of whole project , when want optimize adding file there no group or targets available. ideas why ?

this groups

create - new file

create temp file

no groups available adding file group ...

it caused xcode 6.3.1 @ el capitan system ...
